By definition, you cannot link an Epic to another Epic.

3 answers. From experience an issue can not be assigned to more than one Epic. An issue can not be assigned to more than one Epic.
Currently you cannot link issue to multiple epics via Epic Link due scrum board constrains as it may deviate your report results. As alternative you can link issue with more epics with issue linking feature in Jira.
How do I create an epic under an epic in Jira?
